Accounting
The Accounting Program coordinates the preparation of the Town’s budget, produces financial reports, and administers disbursements in accordance with adopted fiscal policies and internal control procedures. The program ensures accurate, timely, and transparent financial operations for all Town departments.
Program Goals
- Maintain efficient and effective financial planning, reporting, and accounting systems that support Town operations.
- Protect the Town’s financial resources through strong internal controls and compliance with fiscal policies.
Program Activities
Financial Planning & Reporting
- Coordinate preparation of the annual financial plan and Town budget.
- Manage the annual audit process.
- Oversee required audits for FEMA, Transportation Authority of Marin (TAM), and Gas Tax funds.
- Prepare annual State Controller’s Reports.
- Issue periodic financial and budget status reports.
- Calculate the annual appropriation limit.
- Provide online access to financial information for department staff.
Payroll
- Process Town employee payroll.
- File monthly and annual payroll reports with state and federal agencies.
- Coordinate benefit reporting with the Human Resources Department.
- Process payments for insurance benefits and payroll tax withholdings.
- Provide payroll-related statistics and support to departments.
Accounts Payable
- Process vendor payments and issue checks.
- Maintain vendor and encumbrance files.
- File required annual reports (including 1099s).
- Review internal controls and ensure compliance with established payable procedures.
- Review contract estimates for payment.
General Accounting Services
- Maintain the general ledger and chart of accounts.
- Prepare daily cash deposits and related reports.
- Reconcile monthly bank statements.
- Develop and maintain accounting and purchasing policies.
- Review contract documents for compliance with Town purchasing requirements.
- Support cooperative purchasing opportunities.
- Administer real and personal property management systems.
- Maintain historical financial records for the Town.
